Why 60% for shear? +
Standard engineering ratio. Materials in shear fail at ~58-60% of their tensile strength. AISC and other codes use 0.60 Fu.
Single vs double shear? +
Bolt through one plate = single shear. Bolt through two plates with load between = double shear (twice the capacity). Yokes/clevis pins are double shear.
