Why is counter thawing unsafe? +
Surface bacteria multiply rapidly between 40 and 140F. Even if the inside is still frozen, the outside hours are dangerous.
Can I refreeze thawed meat? +
Only if thawed in the fridge. Cold-water and microwave thawing require cooking before refreezing.
