Why does this vary so much by city? +
Setbacks are written into local zoning code, not state code. Two houses on opposite sides of a city line can have totally different requirements. Always pull your AHJ's pool ordinance.
Why setback from the house? +
To keep excavation from undermining the foundation, and to give the bond beam clearance from any house weep system or footing drain.
Overhead power lines (NEC)? +
NEC 680.9 requires pools to be at least 22.5 ft horizontally from overhead conductors 0-750V (with higher distances for higher voltage). Many AHJs require even more.
Septic / leach field? +
25 ft is a common minimum, but soils and slope matter. Some jurisdictions require 50–100 ft if the leach field is uphill of the pool.
