Why limited to 3999? +
Standard Roman numerals use M=1000 as the largest symbol. Modern conventions add overlines (V̅=5000) but they are rare.
Why CM = 900? +
Subtractive notation: a smaller numeral before a larger one means subtract. CM = 1000-100 = 900. Avoids strings of 4 same letters.
